Born on April 13, 1945 in the village of Ulyanovka, Shilkinsky district, Chita region, into the family of Georgy Ivanovich and Lyubov Edinarkhovna Kondratiev. In 1967 he graduated with honors from the Geological Faculty of Lomonosov Moscow State University with a degree in "Hydrogeology and Engineering Geology" (specialization — permafrost studies). In 1970 he completed postgraduate studies and defended his PhD thesis at Moscow State University. A student of Professor V.A. Kudryavtsev.
Doctor of Geological and Mineralogical Sciences (1990, dissertation defended at the Institute of the Earth's Crust, Siberian Branch of the USSR Academy of Sciences, Irkutsk), Professor. He held honorary titles: Honored Scientist of the Russian Federation, Honored Worker of Higher Education of the Russian Federation, Honorary Transport Builder.
In 1978, Valentin Georgievich founded the Department of Hydrogeology and Engineering Geology at Chita Polytechnic Institute (now Transbaikal State University) and headed it until 1986. He created and repeatedly taught courses: "Introduction to the Specialty", "General Permafrost Science", "Methods of Permafrost Research", "Engineering Geology", "Quaternary Geology", "Ecological Geology". Under his leadership, the first scientific expeditions to the north of the Chita region were organized, and the scientific-teaching and engineering-research staff of the department was formed. From 1995 until the end of his life, he continued to work as a professor at the same department, passing on experience to new generations of students and postgraduates.
Author of more than 370 scientific works, including 15 monographs (two of them translated into Chinese and published in China), 5 scientific collections edited by him. He held 14 patents for inventions. His works have been published in Russia, the USA, Norway, Canada, China, Mongolia, and South Korea.
Patents by Valentin Georgievich cover a wide range of engineering solutions in construction on permafrost: methods for stabilizing roadbed foundations on icy soils, devices for thermal stabilization of soils (including seasonal cooling devices), methods of icings protection, structures for strengthening contact network supports and pipelines. Many of these developments were implemented during the construction and operation of BAM, AYaM, the "Amur" federal highway Chita–Khabarovsk, as well as at gas pipeline facilities in the Arctic.

In addition, V.G. Kondratiev was awarded the medal "For Services to the Chita Region", was a full member of three international academies, a member of the editorial board of the journal "Road Power". Publications about him appeared in the journal "Transport Construction", the books "Geocryology at Moscow University", "Professors of Chita State University", "Encyclopedia of Transbaikalia" and others.
Worthy of memory, a memorial plaque or monument in his small homeland — an example for thinking youth choosing the path to a great life.
